state parliaments as long as the parties elected through
unconstitutional electoral rules in the latest vote are in power,
HDZ BiH president Ante Jelavic said in the central Bosnian town of
Vitez on Wednesday.
"There are no conditions for our participation in the work of the
Houses of Peoples of the federal and state parliaments unless the
authority elected through unconstitutional electoral rules
resigns collectively," Jelavic was quoted by Radio Herceg-Bosna
from Mostar as saying.
HDZ deputies have refused to confirm the legality of the two Houses
of Peoples to which Croat deputies were elected by Bosniak
deputies, which they say is in contravention of Article 8 of the
Constitution of the Federation of Bosnia-Herzegovina, adopted in
line with the 1994 Washington Agreement which stopped the Croat-
Muslim war and created the Bosniak-Croat entity of the Federation
of Bosnia-Herzegovina.
Jelavic is worried that some international officials do not want to
support constitutional changes in Bosnia-Herzegovina on all three
Bosnian peoples being constituent throughout the country's
territory, which would also include the introduction of a House of
Peoples in the Bosnian Serb entity of Republika Srpska. The
constitutional changes are aimed only at making cosmetic changes
which "petrify the country's state of being divided" despite the
fact that this is to the detriment of one constituent people, the
least numerous Croats, Jelavic said.
