ZAGREB, May 23 (Hina) - The county assemblies and town and municipal councils will have to be constituted, in accordance with results of local elections, by the end of June or in the first week of July, i.e before the start of summer
holidays. Under the relevant laws, the first founding session of bodies of local authority must be convened within 30 days since the announcement of the final official complete results of the local elections, which were held last Sunday. It is the duty of the minister of justice and administration to call the first session of councils of 123 towns and 422 municipalities, whereas the government calls the first session of assemblies of 21 counties, including the City of Zagreb. ZAGREB, May 23 (Hina) - The county assemblies and town and municipal
councils will have to be constituted, in accordance with results of
local elections, by the end of June or in the first week of July, i.e
before the start of summer holidays.
Under the relevant laws, the first founding session of bodies of
local authority must be convened within 30 days since the
announcement of the final official complete results of the local
elections, which were held last Sunday.
It is the duty of the minister of justice and administration to call
the first session of councils of 123 towns and 422 municipalities,
whereas the government calls the first session of assemblies of 21
counties, including the City of Zagreb.
The 30-day time term for convening the founding sessions begins
with the day of the proclamation of the final official results.
A deadline for filing complaints and appeals in case of some
irregularities at the elections expires today at midnight.
The final results may be proclaimed tomorrow for electoral units
where no complaints are filed. Where complaints are lodged, they
must be settled within 48 hours, and subsequently there is another
48-hour deadline for filing complaints with the Constitutional
Court which should then solve the matter within next 48 hours. In
such cases, final results can be expected at the end of the coming
week.
The ballot will have to be repeated only at three polling stations:
for two municipal councils and for one town.
It is evident now that the constitution of new administrations in
some local units will be prolonged owing to close victories and to
the subsequent pursuit of possible coalition partners. The final
deadline for the post-election 'negotiations' on the set-up of new
bodies of authority may be 90 days. If new administration is not set
up in that period, the government must appoint a commissioner for
the municipality or town in question, and new early elections are to
be conducted within 60 days after the day of dissolving.
