Croatian Democratic Union in Bosnia-Herzegovina (HDZ BiH) and
legal authorities in that country, namely the international
community, is possible and needed but in the dialogue there is no
room for those who have decided to take part in a project of the set-
up of the third entity, US Ambassador Thomas Miller said in Sarajevo
on Monday.
At a news conference the American diplomat said the international
community was unanimous in the stand on how to settle a crisis
caused by radical elements from the HDZ leadership.
According to Miller, the HDZ's tactics was to try cause violence and
create situation in which they could intimidate and blackmail.
Such conduct has gone beyond the frameworks of the Dayton peace
accords and we condemn it most severely, the ambassador said adding
that it was also the message from Washington where he had held
consultations recently.
Miller said the HDZ leadership embarked on isolation as soon as its
representatives left bodies of authority.
If the HDZ really wants to do something for Bosnian Croats, then it
must take part in a political process, Miller explained.
He dismissed claims of some HDZ representatives that this party was
negotiating with the Office of the High Representative (OHR) or
keeping contact with representatives of authorities in the
Republic of Srpska (the Bosnian Serb entity).
Asked whether it was possible for the international community and
the HDZ to hold talks in order to find an exit from the current
crisis, the US Ambassador answered that dialogue was definitely
possible but those would be no negotiations.
I would prefer seeing the dialogue between Bosnia's authorities and
HDZ officials who have not exposed themselves as the leaders of the
third entity, Miller added.
He expects that the activities of this political party will become
more clear after the completion of the audit of operation of
"Hercegovacka Banka". He, however, cautioned that the audit would
take some time as a part of the documentation was destroyed or
disappeared.
The US diplomat said the international community was aware of close
contacts between the HDZ party in Croatia and the HDZ party in
Bosnia. We know about their contacts and arrivals of Ivic Pasalic (a
leader of Croatia's HDZ) in Bosnia or Ante Jelavic's (HDZ BiH
leader) visits to Croatia. We assume that there is close co-
ordination between these parties, he added.
Miller pointed out that the Croatian government's stand was
encouraging as Zagreb did not support moves of the HDZ.
