PRISTINA, Nov 19 (Hina) - U.N Secretary-General Kofi Annan said before departing to Belgrade at the end of his two-day visit to Kosovo that the establishment of a society based on the rule-of-law was necessary in Kosovo, because
nobody should be above the law.

before departing to Belgrade at the end of his two-day visit to
Kosovo that the establishment of a society based on the rule-of-law
was necessary in Kosovo, because nobody should be above the law.

Annan praised the successful work of military and civil U.N.
missions. He said that after progress in the reconstruction of
infrastructure it was necessary to reconstruct democratic
institutions in order to transfer responsibility from the
international community to Kosovo institutions.
Kosovo is now on a more difficult path of investing efforts into
building a multiethnic society, Annan said. The majority community
should have a special responsibility to do everything for
minorities to feel that Kosovo is their home and that the law be the
same for all, Annan told a news conference in Pristina on Tuesday.
He called on minorities to actively participate in the work of
Kosovo institutions.
