Croatian Interior Minister Sime Lucin said the seminar marked the
beginning of specialisation for police chiefs to enable them to
deal with the new tasks being set before the police every day and
their expanded authorities.
The chiefs of police have to demonstrate more independence as well
as more responsibility than before, said Lucin. "The
depoliticising of the police has brought a new model of
functioning, which means there is no more political commanding but
the law and the rules become the foundation of work," he said,
adding that this required specialising top police officials.
Commenting on changes to the Penal Code, Lucin said the elimination
of pre-trial investigation in its past form "will give an entirely
new position to the police in the whole system".
Bavaria's police is one of the leading forces in Germany, said
Thomas Hampel, head of the Bavarian Interior Ministry's department
for organisation and operations.
Modern police forces have to adapt to new stimuli coming from
society, Hampel said, also pointing to the danger of the literal
copying of police work models in different countries.
