Only ten days after its going into force (October 1), the government
proposed changing the law which was adopted in July. According to
the changes, only the presidents of misdemeanour councils must be
graduated lawyers with a finished state examination, while other
members of the council do not have such requirements, as previously
regulated by the law.
Assistant Justice Minister Miljenko Kovac said it had been
subsequently established that not enough lawyers with such
qualifications were employed in competent bodies of authority.
Ljubica Lalic of the HSS said the changes were good, but they were
insufficient and bore witness to lack of dialogue and hastiness in
the adoption of laws.
The parliament will vote tomorrow about items discussed today.
