WASHINGTON, Oct 3 (Hina) - The Human Rights Watch (HRW) organisation said in Washington on Thursday that in letters to EU member countries' foreign ministers and US State Secretary Colin Powell, it had expressed concern that Croatia
was refusing to cooperate with the International Criminal tribunal for the former Yugoslavia (ICTY) regarding the indictment against General Janko Bobetko.

Powell, it had expressed concern that Croatia was refusing to
cooperate with the International Criminal tribunal for the former
Yugoslavia (ICTY) regarding the indictment against General Janko

The true test of Croatia's observing international laws are
difficult cases dealing with its war-time military leadership, the
letter, signed by HRW Europe Department director, Elizabeth
Andersen, says.
Based on the indictment against Bobetko and the non-extradition of
General ante Gotovina, she concludes Croatia is failing the test.
The HRW calls on the European Union and the United States to ask
Croatia to fulfil assumed obligations or face consequences in
bilateral relations.
