ZAGREB, April 29 (Hina) - Security and human rights are two interactive areas and a modern democratic state has to balance them, Defence Minister Jozo Rados said on Monday at the end of a diplomatic forum on security and human
rights.

Rados was the main speaker at the event which was organised by the
Zagreb Institute for International Relations and the Coordinating
Body of Croatian Friendship Societies held under the auspices of
the Friedrich Ebert Foundation. In attendance were representatives
of the diplomatic corps, state officials, independent experts, and
representatives of non-governmental organisations and the media.
"Protecting the security of both the individual and the state is
interactive. If you don't have security you can't exercise your
freedom. Freedom can be exercised only in security," Rados told
reporters.
Modern democratic states aspire to balance the two, which means "to
protect human rights as much as possible, but also to protect state
security and the security of its citizens," said Rados.
Croatia has to implement what it has declared it will, the first
step being amending laws which need fine-tuning, he said.
