Strugar voluntarily surrendered to the tribunal on October 21, 2001
and was provisionally released in December that year pending
trial.
The tribunal issued an order on September 17 demanding that Strugar
return to the UN detention centre by October 6.
At his initial appearance before tribunal judges, Strugar pleaded
not guilty to crimes he was charged with.
In the indictment issued on February 22, 2001, chief prosecutor
Carla del Ponte accused Strugar, Admiral Miodrag Jokic, Admiral
Milan Zec and Captain Vladimir Kovacevic of war crimes committed
during attacks on Dubrovnik from October 1 to December 7, 1991.
