The bill includes a series of political but also moral obligations
for officials.
They will not be allowed to offer, for instance, employment in
exchange for gifts, and or to exert influence in granting
concessions or process of collecting tenders and they will be
prohibited from using privilege information.
As regards gifts, they are allowed to retain without declaring
gifts valued up to 500 kuna, while gifts the value of which is above
500 kuna must be declared to a commission in charge of establishing
whether there may be conflict of interests.
The seven-member commissions will be appointed by the Croatian
parliament. Four of its members will be parliamentary deputies, and
the other three will be selected among outstanding public figures.
Officials cannot be members of managing or supervising boards of
companies. The exception is in case of state-run companies or those
of special interest for the State. The list of such companies will
be made by the parliament, following proposals of the government.
The adoption of the bill was announced by the ruling coalition when
it came in power in 2000.
