The summit's conclusion is that Europe's unification is not complete until the five countries access the EU. Entry of each individual country will depend on itself, they added. At the two-hour summit participants adopted a joint declaration and the "Thessaloniki Agenda for the Western Balkans", approved yesterday by EU heads. The Agenda identifies priority reform steps for five countries included in the Stabilisation and Association process (SAp) -- Croatia, Bosnia-Herzegovina, Serbia-Montenegro, Macedonia, and Albania -- for drawing closer to the EU.
