problems.

The nine-member canton government was set up on Monday, eight
months after last autumn's elections and after High Representative
Paddy Ashdown threatened to sanction parties obstructing the
establishment of the cantonal government.
Members of the Party of Democratic Action and the Party for Bosnia-
Herzegovina in the cantonal parliament previously objected to a
proposed government reshuffle, claiming the key ministerial posts
had been given to Croats.
The cantonal government is comprised of four Croats, four Muslims
and one Serb.
