VINKOVCI, May 14 (Hina) - Commenting on accusations from the Croatian Peasant Party (HSS) that he was centralising the promotion of government policy, Prime Minister Ivica Racan said on Wednesday those were "rash reactions".

"As you see, this is yet another example that heading the government
is not easy, but I will not waver," Racan said in Vinkovci, adding
that his cabinet's term was beset by "difficulties posed by rash
reactions".
He suggested to his party, the Social Democrats, not to react in a
similar fashion. If cabinet members are dissatisfied with
something, they can open a debate at a government session, he said,
adding the government had had to take action to stop unfavourable
developments concerning the government.
Racan also commented on Slovene President Janez Drnovsek's claim
that Croatians themselves were to blame for problems with their
deposits in Ljubljanska Bank because they blocked the bank's Zagreb
branch in 1992. He said it would not be good if relations between the
two states cooled off or entered a conflict again.
Racan said he did not agree with Drnovsek and that his statement
could not be the answer to the issue of those deposits.
