The Urban Institute agency, which is implementing, and the U.S.
Agency for International Development (USAID), which is financing
the Local Self-Government Project, prepared the celebration which
was attended by Justice Minister Ingrid Anticevic-Marinovic.
She recalled that local self-government was introduced in Croatia
in 1992 with the adoption of the Law on Local Self-Government and
implemented at the election of representatives to city and
municipal bodies in 1993.
She added that the basic aim of reforms in local self-government
were to decentralise authority, i.e. to have local government units
take over many state functions. She said this reform had been one of
the government's priorities since the 2000 election. The reform
attempts at bringing citizens closer to decision-making and at
reducing the concentration of power in state administration, she
said.
Representatives of the Alliance of Cities and Municipalities in
Croatia also attended the celebration.
