possibility of Croatia having more rail carriers, starting with the

The bill envisages a brand new concept of organising the rail
system, namely separating transport services from rail
infrastructure.
This should create conditions for changing the structure of
domestic railways, integrating them into the European Union
system, and for the appearance of several competitive rail
carriers, said Transport Minister Roland Zuvanic.
The bill provides a basis for the liberalisation of the railways
services market, he said.
The minister added the state would remain the owner of the rail
infrastructure.
