ZAGREB, March 4 (Hina) - Members of parliament, Zlatko Kramaric and
Damir Kajin, on Tuesday forwarded a bill of amendments to the
electoral law, which incorporates only necessary technical changes
to the existing electoral law which should be applied at the coming
elections. #L#
Both Kramaric of the Liberal Party (LS) and Kajin of the Istrian
Democratic Assembly (IDS), voiced opposition to the adoption of a
completely new electoral law, i.e. new bills drawn up by the Social
Democrats (SDP), the Croatian Peasant Party (HSS) and the
Democratic Centre (DC), as the rules for elections, they said,
should acquire a continuity and enable the systematic
democratisation.
"Electoral laws are never adopted at the eleventh hour and it is
extremely unacceptable to propose new electoral rules from
private, party or some other laboratories. The time has come that
those who won the elections be replaced in the same way as they won,"
Kramaric said.
The IDS and LS representatives propose only the necessary
corrections of the existing electoral law, incorporating
constitutional changes from 2000 and 2001, and being adjusted to
the constitutional law on ethnic minorities and to the
Constitutional Court's ruling on prevention of a too high number of
members of parliament.
Although Kramaric said that he enjoys the support of his party's
leadership for this motion, LS President Ivo Banac told reporters
that the LS presidency would next week take a stand on the electoral
law. He said he was not too enthusiastic about the proposal by
Kramaric and Kajin, as he opposed a separate slate for the
Diaspora.
