The report says that media organisations in Croatia have been privatised "under conditions completely unknown to the public". It speaks of cases of "virtual ownership" as a result of non-transparent privatisation and says that according to data from 2003, most media in Croatia, or 82 media organisations, are directly or indirectly owned by the state.
The ICEJ also studied media privatisation processes in other transition countries, some of which have in the meantime become full members of the European Union, including Estonia, Lithuania, the Czech Republic, Hungary and Poland.
