The Chairman of Optima Telekom's Board of Directors, Roland Zuvanic, who had served as transport and communications minister in the previous government, confirmed this to Hina on Wednesday.
The Telecommunications Agency on Wednesday confirmed receipt of the application, but declined any comment.
The application was submitted on Monday October 25, and Zuvanic said he expected that the Agency would grant it because his company met all legal and other requirements for the licence.
Under the law, an application for a fixed telephony licence must be filed with the Telecommunications Agency and announcing a public tender is not necessary.
