police management.#L#
The project, which is to be implemented in cooperation with the
Organisation for Security and Cooperation in Europe (OSCE) mission in
Croatia, began with a five-day seminar in the coastal city of Sibenik
where 11 ministry officials and chiefs of police were acquainted with
the experiences of European Union countries. Lectures were given by
police officers from Germany.
Project coordinator Marc Kubny, who also works as an adviser on police
reform at the OSCE mission, said that it was the beginning of
cooperation on developing a modern system of human resources
management.
Kubny pointed out that it was necessary to separate political duties
at the Interior Ministry from professional ones, and that no one
should be given a post in the ministry just because they were a member
of a political party.
