PRISTINA, March 16 (Hina) - The Organisation for Security and Cooperation in Europe (OSCE) Mission to Kosovo on Tuesday hailed a decision by UN Civil Administrator to Kosovo Harri Holkeri to call parliamentary elections in the
province for October 23.

Cooperation in Europe (OSCE) Mission to Kosovo on Tuesday hailed a
decision by UN Civil Administrator to Kosovo Harri Holkeri to call
parliamentary elections in the province for October 23.#L#
Holkeri said on Sunday that the parliamentary elections would be held
on October 23 and that the entire province would be one constituency.
He said the parties would be presented on the so-called closed slates,
namely that voters would cast votes for party slates without knowing
who is on them.
Non-governmental organisations in Kosovo, gathered in an association
called Reforma 2004, at a news conference on Tuesday voiced regret
about Holkeri's decision. The association said his decision was not in
the function of democracy in Kosovo, adding that it could cause a low
turnout at the polls.
The UN Mission in Kosovo said on Tuesday Holkeri made the decision
after holding a series of talks and consultations with all relevant
factors in Kosovo.
