"The last obstacle to the negotiations has disappeared and their success will depend solely on the negotiators, on what we are doing in adopting and applying European Union standards and not only in writing laws," Racan said ahead of a Christmas reception for ambassadors he organised in the parliament.
"That's why I called the National Committee session for Friday," he added.
British Ambassador John Ramsden welcomed Gotovina's arrest in Spain last week as a major step forward and said it was important to reach national consensus on European issues.
Ramsden said Foreign Secretary Jack Straw had congratulated Croatia on behalf of the EU's British presidency and that the situation was now clear.
Asked by the press if Croatia's road to the EU was now open, he said, "Absolutely".
