The clubs of deputies consider Butorac insufficiently qualified for the post.
Milanka Opacic of the Social Democrats (SDP) pointed to the sensitivity of the post and called on the government to nominate a competent candidate.
Damir Kajin of the Istrian Democratic Party (IDS) said the failure of the government's nomination was a big success for the parliament because it showed that the parliament was not "a mere voting machine".
Kajin said that the post should be part of the Office of the Ombudsman.
Deputies of the ruling Croatian Democratic Union (HDZ) did not voice their opinion on the nomination.
