Negotiations between the government and public servants' unions were discontinued on 31 October after the unions refused the three-percent increase in their salaries, which are 18.6 percent lower than salaries in the business sector.
The government also refused a union proposal for an increase in other financial rights, including Christmas and holiday bonuses.
The leaders of seven trade unions with some 150,000 members employed in the education, science, health, social welfare and culture sectors said they could not sign an agreement providing for an increase in salaries that was below the GDP growth rate, which is estimated at 6-7 percent.
If the government sticks to its current proposal, the unions of public servants will not be able to promise not to launch union action next year.
