Decentralisation is slow, Solana told reporters and added that he shared his concern with representatives of the authorities and the opposition in Kosovo. He said that the implementation of democratic standards, set by the international community, was the condition for the start of negotiations of the final status of Kosovo.
Solana said the European Union would continue to help Kosovo meet international standards and called on Serbs to join Kosovo institutions and Albanians to take into account the needs of Serbs and other minorities in Kosovo.
Representatives of the Serb List for Kosovo informed Solana of their decision to leave task forces for decntralisation and for dialogue between Pristina and Belgrade because their proposals had allegedly been rejected.
