The meeting is attended by some 3,000 people - representatives of banks, governments, finance ministers, investors and company managers and 59 state delegations, including Croatia's led by State Secretary in the Finance Ministry Martina Dalic.
"The EBRD is one of the most important investors in Croatia and this meeting is important because it will announce the future strategy, namely the orientation of the EBRD towards the east, towards the countries of Southeast Europe, given that the countries of central Europe have already entered the EU," Dalic said.
The meeting was opened by Serbian Prime Minister Vojislav Kostunica.
Before the meeting the EBRD announced it would grant Serbia a loan amounting to at least EUR200 million for road infrastructure and the finance sector.
Strong security measures are in force in Belgrade.
Greenpeace activists are protesting all day. Police arrested 20 activists, saying the protesters were apprehended because thy failed to announce the protest on time.
