During the time period covered by the indictment, Pavkovic was commander of the Yugoslav Army's Third Military District, whose units, together with Serbian police units, carried out an operation in Kosovo in the first half of 1999, killing hundreds of Albanian civilians and deporting or forcibly relocating more than 800,000.
