Opening the conference, Justice Minister Vesna Skare Ozbolt said that Croatia's maritime demesne, covering 5,839 kilometres of coast, was of the highest national interest.
She added that at this moment it was not possible to give concessions over that part of Croatia's territory until it was granted suitable status through land registers.
She said the justice ministry was going to do all that was necessary to protect the maritime demesne.
The Zadar conference, organised by the Engineering Bureau (Inzenjerski biro) and the Justice Ministry, pooled some 150 experts from Croatia.
