Bosnian entity president tenders resignation in letter to high representative

MOSTAR, March 30 (Hina) - The president of Bosnia's Croat-Muslimentity, Niko Lozancic, made his mandate available to the internationalcommunity's High Representative to the country, Paddy Ashdown, in aletter on Wednesday, in reaction to Ashdown's replacement of the Croatmember of the state Presidency, Dragan Covic.
MOSTAR, March 30 (Hina) - The president of Bosnia's Croat-Muslim entity, Niko Lozancic, made his mandate available to the international community's High Representative to the country, Paddy Ashdown, in a letter on Wednesday, in reaction to Ashdown's replacement of the Croat member of the state Presidency, Dragan Covic.

In the open letter, Lozancic commented on the reasons for Covic's sacking and objected to the Office of the High Representative representing the supreme authority while having no responsibility.

Ashdown fired Covic yesterday because he has been indicted for corruption.

In his ironic letter, Lozancic refers to Ashdown as the representative of an international administration which rules the country absolutely.

Lozancic says the international administration makes all decisions in the name of the people and institutions, and calls on Ashdown to regulate the country by his standards and criteria and to take, also before the Bosnian public, full responsibility for the country's future.

Lozancic says his decision was the hardest he had to make and that he was sorry to have had to make it. "This is a decision I am making at a time when you are investing enormous efforts to preserve Bosnia-Herzegovina's reputation in the world and are resorting to every means to raise citizens' confidence in the institutions they elected themselves."

Lozancic says he understands Ashdown and his problems because he is doing everything for the wellbeing of the country and the people, yet no one believes him.

"No one understands your methods and most fair intentions. They are not methods which we mere mortals should understand at all, but it is important that under your wise and dedicated leadership we are progressing by the day," Lozancic says in the letter.

He commends Ashdown's efforts in the United States and before the UN Security Council, and defends his colleague Barisa Colak, asking Ashdown to forgive for Colak's address to the council.

Lozancic says Ashdown is "infallible".

"There is no such wisdom, determination, moral purity and good intentions here. Many have asked me recently what will happen to this state if you, God forbid, should one day leave, like Hays," Lozancic writes, wondering who will be there to make "wise" decisions, sack ministers and repeal laws.

The letter also mentions the "unselfish" foreign judges and prosecutors who Lozancic says left lucrative jobs in order to serve "the homeland".
