The voting was regular in most parts of the country but serious irregularities were noted in a number of municipalities, Julian Peel Yatcs told the press in Osijek on Monday on behalf of Council of Europe and Organisation for Security and Cooperation in Europe observers.
He said a number of voters had been denied the right to vote, secrecy of voting was not possible, there were cases of group voting and irregularities in the counting of votes.
He added these remarks referred mainly to a number of Albanian-populated rural municipalities and one Roma municipality.
