Minister Slavisa Petkovic said that the reason for his resignation was the inability to perform his duties due to insufficient cooperation.
Kosovo PM Agim Qeku previously said that the reason for Petkovic's resignation was suspected misuse of the ministry's funds.
Under Kosovo's constitutional framework, the Kosovo Serb community has the right to two ministerial posts in the government.
Along with the ministry for refugee return, Serbs are also entitled to the ministry of agriculture, which was entrusted to the Serb List for Kosovo, whose members are boycotting the Kosovo institutions.
