National Committee okays Croatia's negotiating positions for 4 chapters in membership talks with EU

ZAGREB, Oct 17 (Hina) - The National Committee in charge of supervising the accession negotiations with the European Union on Tuesday endorsed Croatia's negotiating platforms for four policy chapters in the membership talks with the EU, the Committee's chairman, Ivica Racan, told reporters after the body's session in Zagreb.
ZAGREB, Oct 17 (Hina) - The National Committee in charge of supervising the accession negotiations with the European Union on Tuesday endorsed Croatia's negotiating platforms for four policy chapters in the membership talks with the EU, the Committee's chairman, Ivica Racan, told reporters after the body's session in Zagreb.

The adopted negotiating platforms cover four policy chapters: the right to establishment and the freedom of providing services, the right to intellectual property, the Economic and Monetary Union (EMU), and entrepreneurship and the industrial policy.

Racan voiced satisfaction with the fact that a majority of amendments proposed by the National Committee were incorporated in the platforms.

Croatia has already sent Brussels negotiating platforms for three policy chapters: on science and research, education and culture, and on the Customs Union.

Croatia has not been given any additional benchmarks for the above-mentioned seven policy chapters.

So far Croatia and the European Union have opened and closed negotiations on the science and research chapter. Negotiations on other chapters will be launched when the Union harmonises its negotiating positions.

The Committee considered reports on the screening of the adjustment of Croatia's legislation in social policy and employment, and in justice, freedom and security, Racan said.

For these chapters Croatia has been given benchmarks to be met before the start of negotiations.

According to Racan, the benchmarks are considerably demanding and include Croatia's obligation to adopt action plans for the application of the acquis communautaire.

Regarding the social policy and employment chapter, Croatia is expected to integrate the remaining part of the acquis into its legislation.

Regarding the justice, freedom and security chapter, the action plan is connected with integrated border management, which is financially demanding.

Croatia will have to employ more border police officers once it joins the EU, given that its borders will become the Union's external, 1,480 kilometre long borderline.
