The Contact Group demands improvement of the position of the ethnic minorities in the province, particularly that of the Serbs.
The Kosovo authorities were given until the end of this year to ensure the return of displaced people, guarantee them their property rights and safety, and adopt and implement relevant laws.
The government in Belgrade should in turn encourage Kosovo's Serbs to participate in Kosovo institutions and should withdraw its order under which Serbian public servants in the province were not paid from the Kosovo but from the Serbian budget.
