"From a technical point of view, the negotiations are going really well and could be concluded by the end of the year, but there are certain political problems which might obstruct that," Ivanic said, adding that Rehn was particularly dissatisfied with the blockade of the police reform.
As for initiatives by some circles in the Bosnian Serb entity for organising a referendum on its separation from Bosnia, Ivanic said "the EU feels these things shouldn't even be talked about".
A source from the European Commission said such ideas were not productive and called on everyone to honour the constitution.
Let's not forget that Bosnia and Herzegovina functions on the basis of the Dayton constitution, while Serbia and Montenegro have a constitutional charter which envisions the possibility of organising a referendum on independence, the source said.
