Strategy for Croatia's development until 2013 presented

ZAGREB, May 15 (Hina) - Prime Minister Ivo Sanader has said that a framework for Croatia's strategic development in the 2006-2013 period should help the country accelerate its economic growth beyond five percent and that the average income per capita should rise from the current 54 percent of the European average to 75 percent.

Presenting a document which defines main development goals until 2013, the PM said in Zagreb on Monday that the strategy envisaged the reduction of the unemployment rate from the current 12.7 percent to nine percent in 2010.

The document, entitled "The Strategic Framework for the Development and Competitiveness of Croatia" (in an unofficial translation), was launched at an event organised by the Croatian National Competitiveness Council (NVK).

The strategy elaborates ten sectors of strategic importance which require the achievement of excellence. Excellence should become a Croatian brand, Sanader said on this occasion.

The State Secretary of the Central Office for the Development Strategy, Martina Dalic, said that the main objective of the strategy was to achieve social prosperity through development and employment in a market economy.

The authors of the strategy also attach great importance to education, its adjustment to the needs of the economy, the promotion of lifelong learning, the reduction of poverty, and reform of the social welfare system.

The document underlines the importance of curbing the growth of the country's external debt through fiscal policy measures and proposes measures for the fast introduction of the euro upon Croatia's admission to the European Union.

The strategy also proposes measures in the field of privatisation and restructuring, and envisages the completion of the privatisation of the Croatia Osiguranje insurance company and the two steel ironworks until the end of this year. Shipyards should be privatised by 2010.

Dalic said that a new role of the state implied competent, cost-efficient and high-quality public administration and reform of the judiciary.

The ten-point strategy stands good chances of success, however, "it is not a strategy in which we should believe but which we should carry out," the head of the NVK, Darko Marinac, said.
