ZAGREB, May 12 (Hina) - The Croatian Parliament on Friday afternoon decided to allow the government to define floating excise duties for certain periods.

The Sabor adopted a new law regulating the market of oil and petroleum products with an aim of preventing possible disorders in the provision of oil and petrol supplies.

The law stipulates the mandatory oil reservers at a level of 90-day average consumption with an agency in charge of managing the reserves.

Prices of oil and petrol will in the future be defined in accordance with conditions on the market. The government will be allowed to set up the highest level of the price for a petroleum product so as to protect consumers, but this level can be in place no longer than 90 days.

The Sabor on Friday afternoon ratified a convention on the protection and promotion of cultural expressions.

The parliament also considered other international conventions and treaties, including an agreement with the European Commission on financing the expansion of the 33.5-kilometre Vinkovci-Tovarnik railway line.

Presenting the agreement, the State Secretary in the Transport Ministry, Drazen Breglec, said about 60 million euros would be earmarked in line with programmes of assistance which the European Commission was planning to give to Croatia in 2005 and 2006 for projects of transport and environment protection.

The Sabor ratified the amendments to the convention on the physical protection of nuclear material.

MPs ratified an agreement with Poland on cooperation in the prevention of natural disasters and the removal of their consequences.

MPs adopted a report on the work of the national committee in charge of monitoring Croatia's membership talks with the European Union in 2005.

The Croatian Parliament will announce a public invitation for the head of the State Election Commission next week, the Sabor's appointments committee reported on Friday.

Nominees have to be Croatian citizens living in Croatia, and must be graduates from law schools with 12 years of service in the judiciary or as lawyers.

Nominees must not be members of any political party.

The same requirements with shorter duration of years of service are set for nominees for two vice-chairpersons and four members of the commission.

The Parliament elects the chairperson, vice chairpersons and members of the Election Commission for eight years in term.

The 20th parliamentary session will resume on Wednesday.
