Parliamentary commission proposes stripping Glavas of immunity

ZAGREB, May 9 (Hina) - The Croatian Parliament's Credentials and Privileges Commission proposed on Tuesday that independent member of Parliament Branimir Glavas be stripped of parliamentary immunity after the Zagreb County Prosecutor suspected him of committing a war crime against Serb civilians in the eastern city of Osijek in 1991.

Commission members from the ruling Croatian Democratic Union (HDZ), the Social Democratic Party (SDP) and the People's Party (HNS) voted in favour of the proposal, while a member of the Party of Rights (HSP) was against.

During a three-hour debate, Glavas said that the request for stripping him of immunity was invalid, citing a number of procedural omissions on the part of the Prosecutor. He pointed out that war crimes committed in the Osijek area fell within the jurisdiction of the County Prosecutor in Osijek rather than the one in Zagreb, who had filed the request.

Noting that the request was sloppily prepared, Biserka Perman of the SDP said that the Commission received the request on 4 May and that the day before the chairman called a session to discuss it. "The state apparatus seems to be psychic since it knows in advance what will happen," she said, adding that the Prosecutor made a series of omissions by being rash and that there was an impression that it was a politically motivated trial.

Commission chairman Damir Sesvecan of the HDZ presented a decision by Chief Public Prosecutor Mladen Bajic to transfer the case from the jurisdiction of the Osijek County Prosecutor's Office to the Zagreb County Prosecutor's Office.

The Commission's proposal will be discussed in Parliament, which convenes on Wednesday.
