Justice minister presents draft national programme for suppression of corruption

ZAGREB, March 29 (Hina) - The authorities' political will and determination are crucial for suppressing corruption and with its draft national programme for the suppression of corruption the government has shown strong political will to suppress corruption in Croatia, Justice Minister Ana Lovrin said in parliament on Wednesday presenting the document.

Lovrin said a successful fight against corruption was Croatia's national interest and that the programme's goal was to reduce corruption to a level which would not halt economic, social, political or any other form of development.

The minister added that another objective was to provide members of the public with a responsible state administration and restore their confidence in local and state government.

Lovrin said the most important part of the national programme was the prevention of corruption, namely systemic action at all levels which would result in the timely uncovering and punishment of all manifestations of corruption.

In the public's perception corruption is most widespread in the health sector, which is why the programme proposes a systemic reform, notably regarding health insurance, primary health care, and waiting for medicines and examinations, said the minister.

The judiciary is deemed equally corrupted which is why the judicial reform must continue, backlog cases must be settled, trials held within a reasonable time, and judges and state prosecutors required to declare their assets, said Lovrin.

She also called for closer supervision of the spending of budgetary funds allocated to local government units, which the public complain is also corrupt. She said the authorities and politicians should invest more effort in ensuring the transparent functioning of political parties, notably regarding financing and consistent compliance with the law against conflict of interest.

In the economy, Lovrin said it was necessary to ensure free market competition and examine the privatisation of the state portfolio and the public procurement system.

She added the programme also envisaged the further education of professors and the strengthening of their professional ethics.

Lovrin said the Justice Ministry and the State Prosecutor's Office should be more engaged in uncovering and punishing corruption.

The minister said the programme envisaged the establishment of a national council to monitor its implementation which would be comprised of members of parliament, representatives of employers, trade unions, nongovernmental organisations, the academic community, and the media. The council would be chaired by a representative of the parliamentary opposition.

Speaker Vladimir Seks said parliament would convene also on April 10 and hold sessions until midnight due to an extended agenda and the Social Democrats's request to give a vote of no confidence in Deputy Prime Minister Damir Polancec.
