The resolution reads that it is high time Bosnia started working on establishing a state with functioning and self-sustainable institutions.
The document says, among other things, that any agreement on constitutional changes in Bosnia must strengthen principles of democracy and tolerance and support the country's bid to integrate with the European Union.
Leading local parties are negotiating constitutional changes for months, and the talks are held with the mediation of U.S. diplomats.
The parties in concern are expected to reach agreement until the end of this month.
