Speaking on behalf of Documenta - The Centre for Facing the Past, the nongovernmental organisation that organised the event, Vesna Terselic said that the conference would focus on removing some dilemmas regarding the status of victims.
At first glance, it seems that international humanitarian law clearly defines the status of combatants and civilians, but work on the ground, recording the names and surnames of casualties and the circumstances of their death, shows that there are many dilemmas, Terselic said.
Documenta - The Centre for Facing the Past has been working on the project "Human Losses in Croatia 1991-1995" for two years, and it has been conducting additional research on the ground in order to amend and make new entries into available lists on human losses in the 1991-1995 war.
