Expert witness says defence ministry made his work more difficult

ZAGREB, Nov 24 (Hina) - Professor Zdravko Bukljas of the Zagreb-based Faculty of Transport and Traffic Engineering on Wednesday told the Zagreb County Court that the defence ministry had refused to forward all data necessary to make an analysis on a purchase of military trucks, a case in which former Defence Minister Berislav Roncevic and his aide Ivo Bacic were accused of malfeasance.

Presenting his analysis, Professor Bukljas, who is an expert witness, said that instead of facilitating expert witnesses' efforts, the defence ministry hampered their work.

He said the more expensive Iveco vehicles, which were purchased by the ministry and which landed former minister Roncevic and his assistant Bacic in the dock, did not meet the set requirements.

Iveco trucks were bought through a direct deal after the initial tender was cancelled.

The Croatian anti-corruption investigative agency USKOK accuses Roncevic and Bacic of having favoured the "Eurokamion" company after the annulment of the tender, which resulted in a direct deal with that company on the delivery of Iveco trucks at the price of HRK 34.4 million, even though another bidder offering MAN vehicles made an offer that was HRK 10.2 million cheaper than the Eurokamion offer.

Roncevic's defence team has been claiming since the very start of the trial that MAN trucks had not met requirements specified in the tender documentation such as carrying capacity and the type of fuel (F34) demanded by NATO standards.

The analysis presented by Bukljas shows that Iveco trucks did not meet any of the five main requirements, while the cheaper MAN vehicles met three criteria.

Roncevic's lawyers objected to this analysis and demanded that it should be amended, but the court overruled their objections, explaining that the expert analysis was made at the request of the defence counsel.

The trial continues on 1 December.
