Humphreys warned that the region would face difficult challenges in the forthcoming period, such as the settlement of Kosovo's status and constitutional reforms in Bosnia-Herzegovina and Serbia-Montenegro.
The document was adopted by the European Commission and its purpose is to confirm the European prospects of the Western Balkans, Humphreys said.
The EU's goal in the Western Balkan countries is to promote stability, security, prosperity and integration with the European mainstream, he added.
The EC official also said that the EU would continue to financially assist the Western Balkan countries and ease visa requirements for citizens of those countries travelling to the EU.
