Croat MPs were against this legislation claiming that it failed to regulate means for financing higher education institutions in the country and it did not envisage a single state agency for issuing licences to universities and colleges. This is to be done at the level of the entities and cantons.
The adoption of the law was welcomed by the Office of the High Representative (OHR) to Sarajevo as this was a requirement Bosnia is expected to meet before signing a Stabilisation and Association Agreement with the European Union.
