Ruecker and the team said the decision on the election dates might be changed if it was assessed that preparations for the elections and the elections could undermine the adoption of a decision on Kosovo's status.
Ruecker voiced confidence that both processes would run parallel.
He underlined that defining Kosovo's status was a priority and that elections must not cause a delay in the adoption of the status decision.
The decision on the election dates will be made by Ruecker, as envisaged by Kosovo's constitutional framework.
The Kosovo Assembly's term expires in November, while local elections should have been held last year. However, the then UN civil administrator, Soren Jessen Petersen, decided to postpone them, saying they would have an adverse effect on the process of defining the province's status.
