Croatian foreign ministry confirms intensive talks with Slovenia under way

"Intensive talks are under way at all levels. One of the possible options mentioned at the talks is the OSCE Court for Conciliation and Arbitration," ministry spokesman Zeljko Belaj told Hina.

"The Foreign Ministry has not received any formal proposal for the inclusion of a third party," Belaj said, not wishing to reveal any other details regarding the talks.

The Slovene TV station POP TV reported on Monday evening that the Slovene government had sent Croatia a document on the regulation of outstanding issues between the two countries, proposing mediation by former French justice minister Robert Badinter in establishing the Croatian-Slovene border.

Badinter has been president of the OSCE Court for Conciliation and Arbitration since 1995 and in the 1990s he chaired a commission that was in charge of the issue of borders in the former Yugoslavia.

The Slovene news agency STA on Tuesday reported that the news published by POP TV had been confirmed by the Slovene foreign ministry, but that the ministry did not want to comment on the contents of the document so as not to harm Slovenia's negotiating position.

POP TV claims that Ljubljana offered Zagreb, among other things, the mediation of a third party in settling the border issue. This matter was discussed last Thursday by the Slovene government and the parliamentary committee on foreign policy.

The Slovene TV station claims that Badinter would accept an offer of mediation.

POP TV reported that secret diplomatic meetings, including ones at the prime ministerial level, have been taking place between Ljubljana and Zagreb for months, and that Slovenia expects a positive answer from Croatia to its initiative.

STA says that the Slovene document could also address other outstanding issues, including the Krsko nuclear power plant, the Croatian clients of Ljubljanska Banka, and the delimitation of the Croatian-Slovene ecology zone in the Adriatic.
