Gryzlov was heading a Russian parliamentary delegation, who met for talks with Serbian President Boris Tadic and Prime Minister Vojislav Kostunica. The main topic discussed was the future status of the breakaway Serbian province of Kosovo.
Tadic's office said in a statement that Serbia was opposed to Kosovo being granted independence and that it supported renewal of direct talks with Kosovo's Albanians without a predetermined outcome.
According to the statement, Gryzlov reiterated Russia's views on Kosovo, stressing that not all the conditions set down in UN Security Council Resolution 1244 had been met.
Kostunica said that any attempt to take the Kosovo issue out of the mandate of the UN Security Council would be in violation of Resolution 1244 and the UN Charter.
Commenting on the announcement by European Union foreign policy chief Javier Solana that Kosovo status talks could be referred to the big-power Contact Group, Kostunica told reporters that the Kosovo issue should be dealt with only within the UN.
Gryzlov concurred with the Serbian prime minister.
