Bosnian Croat parties agree on principles for Bosnia's administrative reorganisation

SARAJEVO, July 8 (Hina) - The presidents of five Bosnian Croat parties have reached an agreement on principles they will advocate in upcoming talks on constitutional changes in Bosnia and Herzegovina, and a document listing the principles is to be formally signed in the coming days, the leader of the HDZ 1990 party, Bozo Ljubic, confirmed in an interview with Oslobodjenje newspaper published on Sunday.
SARAJEVO, July 8 (Hina) - The presidents of five Bosnian Croat parties have reached an agreement on principles they will advocate in upcoming talks on constitutional changes in Bosnia and Herzegovina, and a document listing the principles is to be formally signed in the coming days, the leader of the HDZ 1990 party, Bozo Ljubic, confirmed in an interview with Oslobodjenje newspaper published on Sunday.

Ljubic said it was agreed that the existing administrative division of the country into two entities -- the Bosniak-Croat entity called the Federation of Bosnia and Herzegovina and the Serb entity called Republika Srpska - should be abandoned and that new territorial and administrative units should established according to ethnic, geographic, historical and economic principles.

The Croat parties would demand that Bosnia and Herzegovina should be organised as a decentralised country with three levels of government. According to Oslobodjenje, it was agreed in principle that the Bosnian Croats "should not go below three units" that would represent a medium level of government.

When signed by representatives of the Bosnian Croat political parties, the document will serve as a confirmation of their full consensus on constitutional arrangements that would be acceptable to the Croats and will also provide a basis for efforts to reach an agreement with representatives of other constituent peoples, Ljubic explained.

The president of the HDZ BiH party, Dragan Covic, earlier proposed that the present two entities should be replaced with four territorial units, including Sarajevo as a district.
