Croatia's one year presidency of the organisation will end at the Zagreb summit.
According to announcements, the German chancellor, in her capacity as EU President, will give a talk at the summit. Merkel is also expected to hold bilateral meetings with Croatian Prime Minister Ivo Sanader. The two officials will tackle Croatia-Germany relations, the situation in the region, and some international issues.
European Commission President Jose Manuel Barroso is also expected to attend the SEECP summit in Zagreb.
The South-East European Cooperation Process is a non-institutionalised regional co-operation structure. It was created in 1996, when Bulgaria organised a meeting of the ministers of foreign affairs, to lay the foundation of a new co-operation forum, following the birth of new countries in the Balkans. Croatia joined the organisation in 2004 as a full member. Bulgaria will take over the SEECP chair from Croatia at the summit in Zagreb.
