The reform is aimed at improving the efficiency of courts and adjusting Croatian legislation to EU standards.
Seks underlined the importance of the chapters in EU entry negotiations within Frattini's competence -- "Judiciary and Fundamental Rights" and "Justice, Freedom and Security" -- as they cover key issues for Croatia, such as judicial reform and protection of borders.
Seks voiced confidence that before being dissolved in mid-October, the incumbent parliament would discuss and adopt all laws aimed at adjusting Croatian legislation to EU standards.
Frattini described Croatia's progress in reforms as huge, underlining that adjustment of legislation was as important as its implementation, primarily for the work of courts and the fight against corruption, which he said would change public perception of the effectiveness of the rule of law.
Frattini also said that Croatia's negotiations on EU accession and its EU entry should not be a subject of campaigns for parliamentary elections later this year. If they are, Croatian citizens will be the only losers, he said.
The EU commissioner also met members of the parliamentary committees on legislation, justice, and European integration, saying Croatia had made significant progress in combating corruption and suppressing organised crime. He also suggested ways of reducing the number of pending cases and the duration of court proceedings, and underlined the need for an independent judiciary and responsibility towards the public.
