The judges rendered the decision in closed session after hearing the arguments of the defence and the Zagreb County prosecution, who demanded detention for the two generals on account of the gravity of the crimes they are charged with.
The prosecution may file an appeal with the Supreme Court within three days.
The judges, however, warned Ademi that he must not leave his place of residence, that he must report to the police every first Tuesday in a month and that he must not tamper with witnesses.
Norac, who is serving a 12-year prison term in Glina for war crimes committed against civilians in the Gospic area in 1991, was forbidden from contacting witnesses.
The judges said that the cautionary measures would serve the same purpose as detention, warning the accused that their failure to abide by the order would result in more stringent measures or detention.
