Fuentes praises Croatia for progress, calls for closing OSCE office by year's end

VIENNA, March 26 (Hina) - Croatia has made substantial progress in meeting obligations stemming from the mandate of the Office of the OSCE (Organisation for Security and Cooperation in Europe) in Zagreb, the office's head, Jorge Fuentes, said in Vienna on Thursday addressing the OSCE Permanent Council, and added that he expected the closing of the OSCE office by the end of this year.
VIENNA, March 26 (Hina) - Croatia has made substantial progress in meeting obligations stemming from the mandate of the Office of the OSCE (Organisation for Security and Cooperation in Europe) in Zagreb, the office's head, Jorge Fuentes, said in Vienna on Thursday addressing the OSCE Permanent Council, and added that he expected the closing of the OSCE office by the end of this year.

Fuentes also pointed out exceptional cooperation with the Croatian authorities during his four-year term in Zagreb.

Substantial progress has been noted in two main areas of our activities: war crimes proceedings and the implementation of the Croatian Government's action plan for housing care of returnees, Fuentes said submitting a regular report compiled by the OSCE Office in Zagreb on topics from the realm of its mandate.

War crimes proceedings are conducted in a fair manner and in accordance with proceedings in other European countries, the Spanish diplomat said.

He added that cooperation among countries in the region was proceeding well and that witness protection mechanisms were functioning correctly, positively and exactly.

Fuentes commended Croatian ministers for excellent cooperation in housing care for returnees, and added that he had monitored programmes for the construction of houses and flats for this category of people on the ground, and said that the housing care was being provided in an appropriate and correct fashion.

He expressed confidence that Croatia would solve the remaining segment of accommodation, including housing care for potential returnees who would opt for the return later.

I do not know any other country, a nonpermanent UN Security Council member at the threshold of NATO full membership and in the accession negotiating process with the EU, in which there is a mission or an office of the OSCE, he said suggesting the closing of the OSCE Office in Zagreb by the end of 2009.

This will be the OSCE's greatest success, Fuentes said.

Croatia's permanent representative to the OSCE and United Nations and other international organisations in Vienna, Ambassador Neven Madey, thanked Fuentes for his work and partner relations with the Croatian authorities which he said led to a very positive report.

Madey said that Croatia would continue fulfilling the remaining commitments, which he said was also in the interest of the country.

A statement by the European Union on the latest OSCE report on Croatia reads that progress is evident in prosecution of war crimes and housing care.

The EU calls on the Croatian Government to continue making efforts in meeting remaining obligations as this is also a part of criteria for the policy chapter (negotiating area) on Judiciary and Fundamental Rights within Croatia's EU membership talks.

Fuentes will remain in Zagreb until the start of May when he goes to Bulgaria as Spain's new ambassador in Sofia.

His successor in the OSCE office in Zagreb is still not known.

During Fuentes's four-year term in Croatia, the OSCE mission was closed in the end of 2007 and replaced by the 34-strong Office in early 2008.

We have followed all that is happening in Croatia, we have followed its progress, and progress is evident, he said.
